A draft opinion on the future of the waste disposal system has been made public (Ministry of the Environment).
A public comment period for the draft opinion on the future of the waste disposal system (Ministry of the Environment) was held from January 9 to February 7, 2026. This allows us to see what the government plans to prioritize in the future waste disposal system. The content has been discussed by experts in advisory councils and subcommittees of the Ministry of the Environment, and it is expected that initiatives related to these topics will accelerate in the fiscal year 2026. Three issues have been raised as challenges: 1. Measures regarding yards 2. PCB disposal 3. Disaster waste Particularly regarding the first issue, traditionally, valuable materials were not considered waste, and the storage yards of valuable purchase operators were not subject to guidance or regulation by the authorities under the Waste Management Law. However, in recent years, there have been many incidents of unsafe practices and environmental pollution at the yards of purchase operators, which seems to be prompting countermeasures. Some local governments (such as Chiba Prefecture) have already begun to enact ordinances on this matter. At this stage, there are no obligations or regulatory items for waste generators, but it is anticipated that compliance will become increasingly important in the selection of buyers for valuable materials in the future.
